Labour’s spending plans to rebuild Britain offer some encouragement for the construction industry, although the extent of their impact remains uncertain. Shane Kerlin, Managing Director (UK & Ireland) of Keylite Roof Windows, reflects on the opportunities these proposals could bring for the sector.
From accelerating housing delivery to driving sustainable construction; Labour’s first budget outlines a £5 billion investment in housing, which includes plans to increase affordable housing and hire more planning officers to streamline housebuilding.
The introduction of new mandatory housebuilding targets, rising from 300,000 to 370,000 homes annually, has been cautiously welcomed by industry bodies like the Home Builders Federation. However, achieving these targets will rely heavily on overcoming longstanding planning challenges and broader economic pressures.
While these proposals suggest potential growth, the construction industry faces a cautiously optimistic outlook for 2025 and beyond. According to the Construction Products Association (CPA), private housing activity is set to grow modestly, with private housing repair, maintenance, and improvement (RMI) output forecast to rise by 3.0% in 2025 and 4.0% in 2026, following earlier declines.

Keylite’s approach reflects the cautious optimism of the wider roofing industry. While nearly half of roofing contractors expect increased workloads in 2025, inflationary pressures, high interest rates and rising costs – including wage increases and national insurance changes – continue to weigh heavily on businesses.
